Grant Helle, Director

Grant Helle is the Director of the Office of Sustainability for Milwaukee County. He leads the implementation of Milwaukee County's Climate Action 2050 (CA50) Plan, which was adopted by the Milwaukee County Board of Supervisors in April 2025. The CA50 Plan aims to achieve net zero operational emissions by 2050. Through alignment with Milwaukee County's racial equity vision and Department's strategic priorities, he leads innovative projects that demonstrate the County's commitment to emissions reduction. He also works to collaborate with internal & external stakeholders, partner organizations and community groups on important climate action initiatives. Grant serves as Chair of the Sustainability Task Force, and is an appointee of the City-County Advisory Board on Climate and Economic Equity. Prior to his current role as Director, Grant spent four years in energy management and environmental consulting positions. Grant is a graduate of the University of Northern Iowa (UNI), where he received a Bachelors Degree and Certificate of Sustainability.

Amber Mose, Energy Program Manager

Amber Mose is the Energy Program Manager for Milwaukee County-owned facilities, focused on analysis of energy usage data. She comes to Milwaukee County after seven years working in various roles in the manufacturing industry, including corporate sustainability and reporting. Amber completed a Master’s of Science in Sustainability Management from the University of Wisconsin in 2023 and spent four months creating a roadmap for improving sustainability and human rights outcomes in the aluminum supply chain with Arconic Aluminum and the Environmental Defense Fund. Still active in the EDF’s alumni network, Amber mentors new fellows and administers alumni resource groups.
