  1. How do I find properties available for sale?

All available Milwaukee County properties are listed on our website under the Real Estate Listings section. Additionally, properties are also listed on the MLS, accessible through a licensed real estate agent. 

  2. Can I submit an offer without a buyer’s agent?

Yes, you can submit an offer without an agent by accessing the Invitation to Bid (ITB) documents on our website under the Bids/RFPs section. However, working with a buyer’s agent is highly recommended to ensure you have access to MLS documents and professional guidance. 

  3. Where can I find the Invitation to Bid (ITB) documents?

ITB documents are available: 

  • Through the MLS listing for each property (accessible by a licensed real estate agent). 

  • On the Milwaukee County Economic Development website under the Bids/RFPs section. 

  4. How do I access the property?

To access a property, you will need to be accompanied by a licensed real estate agent. Your agent will request the showing on your behalf and you will receive the lockbox code to gain access to the property. If you do not currently have an agent, you can select one to assist you with this process.  

  5. What is required to submit an offer?

Your submission must include: 

  • A completed ITB form. 

  • A valid pre-approval letter from a financial institution (if financing). 

  • Proof of funds for cash offers. 

  • Acknowledgment that the property is being sold "as-is." 

All instructions for the offer submission are detailed in the ITB packet. 

  6. What is the deadline for submitting an offer?

Deadlines are specified in the ITB documents. It’s essential to submit your offer before the deadline, as late submissions will not be considered. 

  7. How does Milwaukee County evaluate offers?

Offers are evaluated based on: 

  • Financial readiness and compliance with the ITB requirements. 

  • Whether the offer meets the appraised value minimum threshold. 

  • Community impact, such as plans for owner-occupancy or revitalization. 

  8. When will I know if my offer is accepted?

Milwaukee County will notify all bidders of the status of their offers within one week of the submission deadline. 

  9. What happens if no offer meets the County's criteria?

If no offers meet the appraised value or are deemed advantageous to the County: 

  • The property will remain listed on the MLS. 

  • Offers can then be submitted on a rolling basis, outside the closed bidding process, until a favorable offer is received. 

  10. Are the properties sold with any warranties or guarantees?

No, all properties are sold "as-is" via quit-claim deed. Buyers should conduct due diligence before submitting an offer. 

  11. Can I submit an unsolicited offer for a property?

Milwaukee County prefers to follow the ITB process for transparency. However, in some cases, unsolicited offers may be reviewed under specific conditions. Contact us for more information. 

  12. What happens after my offer is accepted?

If your offer is selected: 

  • You’ll be contacted to finalize the transaction. 

  • Certification by County officials will occur to complete the sale. 

  • You’ll attend a closing meeting to receive ownership of the property.

Step-by-Step Guide to Submitting an Offer for Milwaukee County Real Estate

If you're interested in purchasing a tax-deeded residential or commercial property from Milwaukee County, follow these steps to ensure a smooth and transparent process:

Step 1: Explore Available Properties

  • Visit the Milwaukee County Real Estate Listings page to view all available properties.

  • Review property details, including appraised value, zoning information, and sale conditions. Note that properties are sold "as-is." 

Step 2: Prepare Your Financial Documents 

  • Ensure you have the financial means to purchase the property. 

  • Obtain a valid pre-approval letter from a financial institution if financing is required. 

  • If paying in cash, prepare documentation proving available funds. 

Step 3: Review the Terms of Sale 

  • All Milwaukee County properties are sold via quit-claim deed, meaning the County does not provide warranties regarding the property’s condition or title. 

  • Properties must meet the Economic Development Buyer’s Criteria, such as no delinquent taxes or unresolved code violations within Milwaukee County. Ensure compliance to avoid disqualification. 

Step 4: Submit Your Offer 

  • Milwaukee County properties are listed on the MLS to ensure broad visibility, but all offers must follow the Invitation to Bid (ITB) process outlined in the property listing. Here’s how to proceed:

  1. Work with Your Buyer’s Agent 

  • Since ITB documents are accessible only to licensed real estate agents via the MLS, you’ll need to collaborate with a buyer’s agent to access and review the documents. 

  • Your agent will guide you through the process and help you prepare a competitive offer. 

  1. Find the ITB Online 

  • If you don’t have an agent, you can still access the ITB documents by visiting the Milwaukee County Economic Development website under the Bids/RFPs section. 

  1. Prepare Your Submission 

  • Complete the ITB forms provided by your agent or downloaded from the website. 

  • Include all required documentation, such as: 

  • Your offer to purchase. Note that in the initial round, Milwaukee County must reject any offer that is below the appraised value 

  • A valid pre-approval letter from a financial institution (if financing). 

  • Proof of funds for a cash offer. 

  • Signed Buyers Affidavit  

  • Signed Bid Form  

  • Fill out the Buyer Intent Form  

  1. Submit Your Bid 

  • Ensure all documents are properly completed and submitted as specified in the ITB instructions. 

  • Submit your sealed bid to the designated address before the deadline. Late or incomplete submissions will not be considered. 

Step 5: Wait for Evaluation 

  • After the bidding or offer period closes, Milwaukee County’s Economic Development Division will evaluate all submissions. 

  • Offers will be assessed based on their compliance with bidding requirements, financial readiness, and community impact (e.g., owner-occupancy preference). 

Step 6: Receive Notification 

  • Within one week of the submission deadline, Milwaukee County will notify all bidders of the status of their offer or ask for additional information.  

  • If your offer is selected, you’ll be notified by the County. You may be asked to provide additional documentation or clarification during this phase. 

  • If your offer is not accepted, you will be informed. , and tThe property may remainbecome available for future bids. 

Step 7: If No Favorable Offer is Received 

  • If Milwaukee County does not receive an offer that meets the appraised value minimum threshold or is otherwise deemed advantageous to the County: 

  • The property will remain listed on the MLS beyond the closed bidding process. 

  • Offers may continue to be submitted and reviewed on a rolling basis, outside of the closed bidding timeline, until a favorable offer is received. 

Step 8: Finalize the Purchase 

  • The sale will require Certification, which includes approval by designated County officials. This step ensures the sale meets legal and procedural standards. 

  • Milwaukee County will issue a quit-claim deed and provide a title commitment showing the status of the property’s title. 

  • You will be responsible for closing costs, including the Wisconsin Real Estate Transfer Fee and other applicable expenses. 

Step 9: Closing the Sale 

  • Attend the closing meeting to finalize the transaction. Upon completion, you will receive ownership of the property.

  • The County gives preference to offers that support neighborhood revitalization and owner-occupancy.
