Locate Absent Parents, Establish Paternity and Enforce Child Support Orders

Back on Track Program

The Milwaukee County Department of Health and Human Services Child Support Services is excited to announce the launch of its Back on Track Program. This new initiative is designed to help parents who owe child support resolve outstanding issues and improve compliance with payment obligations.

The program offers a 2-for-1 incentive for individuals with child support arrears owed to the State before 1996—pay $1 toward child support arrears, and receive a $2 reduction in state debt. The program also provides additional support for modifying orders, addressing old warrants, assisting with employment searches, and offering guidance on understanding and resolving child support cases.

Child Support Services Overview

We operate Wisconsin's child support program for Milwaukee County. In doing so, the Department locates absent parents, establishes paternity and establishes and enforces child support orders.

The Department of Child Support Services employees are dedicated to the goal of ensuring that all children are supported by both parents whenever possible. The Department manages over 125,000 IV-D cases for Milwaukee County.

We have five divisions:

  • Establishment: Responsible for establishing paternity, obtaining support orders and maintaining the customer service unit for the department.
  • Case Management: Responsible for income withholding, contempt actions, modification reviews, interstate enforcement and tax refund interception.
  • Financial: Responsible for entering family court orders in Wisconsin's Kids Information Data System (KIDS) and proper disbursement of support  payments.
  • Legal: Responsible for representing the State of Wisconsin in family court hearings.
  • Operations: Responsible for maintaining the infrastructure of the department: human resources, computers, supplies and budget.

Most child support services are free to applicants. General child support services are free, but participants may be assessed fees for specialized services.

Establish Paternity

The paternity establishment unit's primary responsibility is to conduct interviews and file court actions to establish paternity for the children of Milwaukee County. Call (414) 278-5200  to schedule an interview

For Employers

Employers can get information about Wisconsin Support Collections Trust Fund services, report employment status changes and resolve remittance problem by calling the Employer Interactive Voice Response System at (877) 209-5211. Contacts and resources for employers can also be found on the State of Wisconsin Child Support website.
