Construct a left turn lane and driveway on East College Avenue, County Trunk Highway (CTH ZZ) located 250 feet west of the Union Pacific railroad tracks in the City of Oak Creek, for the benefit of the Wisconsin Air National Guard 128th Air Refueling Wing (128th ARW).
