Health and Equity Framework

Milwaukee County's Health & Equity Framework explains how the community can become healthier and fairer for everyone. The framework shows how the decisions that government leaders make affect where people live, work, and play, which then impacts how healthy people are.

Milwaukee County uses this framework to guide our work by changing unfair policies and practices, because these unfair policies create differences in health between different groups of people. By doing this, it moves Milwaukee County toward the vision of being the healthiest county in Wisconsin. The goal is to address problems at their source rather than just treating the effects.

Milwaukee County's approach focuses on addressing the root causes of racial inequities: the power structures, policies and practices of our institution.

Institutional Practices: -Are policies and processes fair and just for all people? -Are the services provided meeting people's needs? -Does diverse staff thrive in the workplace culture? -Is the institution fiscally healthy? Living Conditions: -Do people use and have access to safe, quality: --Green spaces and recreation? --Public infrastructure and transportation? --Healthcare and social services? --Affordable housing? -Are people financially secure? -Do people help and support each other? Health Outcomes: -Are people reporting a good quality of life? -What is the life expectancy? -Are there differences in health based on group (for example, race and gender)?
