Office of the Comptroller
The Research Services Division, pursuant to Wisconsin Statutes § 59.52(32), provides research and analysis, drafts resolutions and ordinances, and provides independent and nonpartisan research services for the County Board of Supervisors and the County Executive upon request.
2026 Budget Overview and Recap
The Research Services Division produces an annual overview of the County Executive's Recommended Budget as well as a high-level summary of the Adopted Budget.

Steve Cady
Director of Research and Policy
Steve Cady serves as the Director of Research and Policy in Milwaukee County’s Office of the Comptroller, where he leads the Research Services Division. In this role, he oversees legislative research, drafts resolutions and amendments, and provides analysis for the County Board and County Executive. A longtime public servant, Cady has been with Milwaukee County since 1996, holding roles in the budget office, intergovernmental relations, and as Fiscal and Budget Analyst for the County Board of Supervisors. He joined the Office of the Comptroller in 2014 and brings deep institutional knowledge to the role, having staffed nearly every Committee on Finance and County Board meeting since 2003. Earlier in his career, Cady worked for U.S. Representatives Jim Moody and Tom Barrett. He is a graduate of UW-Stevens Point and resides in Wauwatosa with his wife and three children.
