The Payroll Division is responsible for establishment of countywide payroll procedures, coordination with the Department of Human Resources, preparation of payroll checks, maintenance of all earnings and deductions records, ensuring that County payroll practices meet federal, state and contractual requirements, filing of all required federal and state reports on a timely basis, and the development and maintenance of the payroll system. The Payroll Division is responsible for allocation of all employee expenses and reimbursement to employees.  In coordination with Department of Administrative services, we maintain the processes and systems for employee expense management.

Director of Payroll and HRIS Interface

Molly Xiong is the Director of Payroll and HRIS Interface for Milwaukee County. In this role, she oversees countywide payroll operations, ensuring accurate earnings and deduction records, compliance with federal, state, and contractual requirements, and timely submission of all required reports. Xiong administers and maintains the County’s payroll system, supports system reliability, and collaborates across departments to strengthen payroll integrity and operational efficiency. Xiong joined Milwaukee County in 2018 and has served in her current role since 2026. She brings a strong background in workforce data, auditing, financial reconciliation, and cross‑functional process improvement across county government, healthcare, and nonprofit sectors. She holds a Doctor of Business Administration in Leadership and an MBA in Strategic Innovation, supported by extensive experience in finance, data reporting, and HRIS environments. Known for her analytical mindset and collaborative approach, Xiong excels at translating complex datasets into clear, actionable insights that support strategic decision‑making. As an active member of the County’s Data Governance Steering Committee, Xiong plays a key role in improving data accuracy, payroll integrity, and system performance. Her work strengthens internal operations and contributes to a more responsive, well‑governed payroll environment—ultimately supporting the employees who serve Milwaukee County residents every day.
