Transportation Services Division

Keeping Roads Safe, Structurally Secure and Sustainable

Construction equipment and crews are set up along a county trunk highway as construction work is underway.

Our mission is to provide a safe, reliable and sustainable transportation system.

The Transportation Services Division provides planning, design, construction management and permit coordination services on County Trunk Highways (CTHs) and county-owned bridges.

The division is comprised of five areas:

  • Construction Engineering
  • Traffic Engineering
  • Bridge Engineering
  • Permit Coordination

Highway Engineering

Highway Engineering provides planning, design and implementation for highway capital improvement projects and local road improvement projects, as required by state law.

We use the latest design tools, such as AutoCAD Civil 3D and BidTabs, to produce plans and estimate construction costs for improvement projects.  Our staff keeps residents informed about upcoming projects through outreach efforts, such as Public Involvement Meetings. 

Bridge Engineering

Bridge Engineering provides planning, design, operation and implementation of rehabilitation or replacement of existing County-owned bridges.

Bridge Engineering oversees biennial bridge inspections of all county-owned bridges and administers the Local Bridge Program of all municipality-owned bridges in Milwaukee County. Results of the inspections determine whether a bridge needs rehabilitation or replacement.

Construction Engineering

Construction Engineering provides field inspection, construction management and contract administration for CTHs, bridge and traffic improvement projects.

Our staff works closely with contractors during the construction of our projects to ensure that standards are followed, milestones are met, and public safety is always maintained. Quality control through field inspection and construction management ensure that projects are built to specifications in a safe and timely manner.

Traffic Engineering

Traffic Engineering provides planning, design and implementation for vehicular and pedestrian traffic on CTHs.

Our goal is to maintain or improve the safety and efficiency of the county trunk highway (CTH) network. Traffic engineering projects may include Congestion Mitigation & Analytic Studies and Highway Safety Improvement Studies, which analyze traffic data, and implement upgrades to roadways and signals.

Permit Coordination

Permit Coordination provides services for construction permitting and inspection work on CTHs by public and private entities.

Permits are required for projects involving any major structural changes or impact of safety to land or property within the highway right-of-way. Permits are typically for Oversize Loads, Construction, Excavation, Residential, Revocable, and Special Events. The purpose for the permit is uphold the safety, structural stability and maintenance of our CTHs.

Award-Winning Services

In January, 2024, the Transportation Services Division was awarded the American Concrete Pavement Association’s 60th annual “Excellence in Concrete Pavement” award in the Urban Arterials and Collector category. The national award recognizes the division’s work reconstructing West Layton Avenue (County Highway Y) in the City of Greenfield, which runs from South 27th to South 43rd streets.

The association recognized 31 outstanding projects, highlighting the remarkable effort, exceptional quality, and innovative problem-solving demonstrated by contractors, agencies, and engineers.

The Layton Avenue project team successfully met goals to increase safety for motorists, pedestrians, bicyclists, and transit users. They demonstrated excellence throughout the planning and design stages, successfully completing — within budget and within schedule — a new, improved roadway that includes pedestrian walkways, bicycle lanes, and transit improvements.
