The Financial Services Section reviews fiscal notes, prepares the County’s Full Cost Allocation Plan and Negotiated Indirect Cost Rates, conducts fiscal projections and special studies, and prepares countywide monthly financial reports.
Five-Year Financial Forecast

The five-year forecast for Milwaukee County is a tool for helping policymakers and the public understand the future challenges and opportunities of the County’s budget. Mandated by § 59.255(2)(h) Wis. Stats., the Comptroller produces this annual report based on reasonable assumptions about general economic conditions and projected changes in County revenues and expenditures.

The goal of this forecast is to determine the extent of actions necessary to close the gap between revenues and expenditures, ensuring long term fiscal sustainability. The forecast assists policymakers in the County’s financial decision-making process to demonstrate the long-range impact of courses of actions being considered by the County and to gauge the effect of past decisions on future budgets.
2026 Monthly Fiscal Projections
Wisconsin Statutes Section 59.255(2) and County Ordinance Section 56.02(2) require the Office of the Comptroller to provide a monthly update of the fiscal condition of the County.
Cynthia (CJ) Pahl
Financial Services Director
Cynthia (CJ) Pahl is the Financial Services Director for Milwaukee County. In this role, she oversees the Financial Services Division, responsible for monitoring the entire County's financial status on a monthly basis, reviewing fiscal notes, providing fiscal analyses, and producing a five-year fiscal forecast annually. Her division is also responsible for the County's Negotiated Indirect Cost Rate Agreement (NICRA) and the various grant reporting requirements that accompany that agreement. Pahl has been with Milwaukee County for 17 years, serving in various capacities including Financial Services Manager for Child Support Services and Deputy Budget Director. She moved to the Comptroller's Office in 2013 and was elevated to the role of Financial Services Director when it was created about 8 years ago. Pahl holds a bachelor's degree from the University of Wisconsin-Milwaukee and a master's degree in public policy from the Humphrey Institute at the University of Minnesota. Her professional experience includes working for a non-profit law firm in California that focused on federal Indian law, the Federal Reserve Bank, and the St. Paul - Ramsey County Department of Public Health. One of her key accomplishments is leading the effort to establish the County's first NICRA with the federal government, a project that has been in progress for the past two years. Pahl's work supports Milwaukee County residents by protecting taxpayer dollars from waste, fraud, and abuse, and ensuring that policymakers have the financial information necessary to make thoughtful and informed policy decisions.
