Meeting Minutes:
1. Roll Call
Board President Greg Renz called to order the regular meeting of the Personnel Review Board (“PRB”) at 9:00 a.m. on Tuesday, June 9, 2026. The meeting was held virtually via Microsoft Teams®.
The following Board Members were present: Mr. Greg Renz, Ms. Peggy Schneider, Ms. Brenda Ottesen and Ms. Samantha Baker.
2. Approval of the Minutes of the May 26, 2026 Meeting
Ms. Ottesen moved, Ms. Schneider seconded, and the Board, by unanimous vote (4-0), approved the minutes of the May 26, 2026 meeting.

A. Citizen Complaints
Thomas Pritzlaff, Supervisor Highway Maintenance, Department of Transportation
Case #5-5070 dated 05/26/2026
The Board called the matter of Thomas Pritzlaff for jurisdictional hearing. Attorney Jonathan Beck, Assistant Corporation Counsel, made a motion to dismiss the charges against Thomas Pritzlaff contained in the citizen’s complaint. After discussion, Ms. Ottesen moved, Ms. Baker seconded, and the Board voted (4-0) to convene in closed session to discuss the jurisdiction of the Board in this matter. After deliberation in closed session, the Board reconvened in open session.
At 9:31 a.m., Ms. Ottesen moved, Ms. Baker seconded, and the Board voted 4-0 to go into closed session to discuss the jurisdiction of the Board in the citizen’s complaint against Thomas Pritzlaff. Ms. Baker left the closed session discussion at 10:29 a.m., at the conclusion of the citizen complaints discussion. At 10:54 a.m., the Board reconvened in open session, at which time Ms. Baker rejoined open session as well.
During the closed session, Mr. Renz moved, Ms. Schneider seconded, and the Board, by unanimous vote (4-0), found that the Board lacks jurisdiction over the Thomas Pritzlaff matter as presented in the citizen complaint. The denial of jurisdiction was based on three procedural requirements that were not satisfied. First, it is the Board’s position, in its interpretation of Wis. Stat. §63.10(1) (and as that statute is restated in the Board’s Rules of Procedure), that the supporting affidavit of a citizen complaint must be completed by an individual who is not the citizen filing the complaint. Second, the Board noted that the affidavit was incomplete in its content supporting the allegations of the complaint. Third, it is the Board’s judgment (as referenced in Wis. Stat. §63.10(1)) that the facts alleged in the citizen complaint as submitted do not amount to cause for the discharge of Mr. Pritzlaff. Mr. Hollenbeck or any other citizen is welcome to submit a complaint that abides by the Board’s requirements.

The Board called the matter of Arvis Williams for jurisdictional hearing. After discussion, Ms. Ottesen moved, Ms. Baker seconded, and the Board voted (4-0) to convene in closed session to discuss the jurisdiction of the Board in this matter. After deliberation in closed session, the Board reconvened in open session.

A. Suspension
Yaime Nieves-Velez, Correctional Officer, Community Reintegration Center
Case #1-5068 dated 05/12/2026 for PS #26-136 for 5 Days
The Board heard the report of Attorney Jonathan Beck, Assistant Corporation Counsel, that the employee, Yaime Nieves-Velez, submitted a waiver of hearing on the Notice of Suspension. Adam Gilmore, PRB Administrator, confirmed that the Board’s office received a verbal waiver by phone, and is awaiting a copy of the signed waiver.
The Board acknowledged the waiver of hearing and closed this case.
7. Review and Finalize the Findings of Fact for Wade Hollenbeck
At 9:31 a.m., Ms. Ottesen moved, Ms. Baker seconded, and the Board voted 4-0 to go into closed session to review and finalize the Findings of Fact for Wade Hollenbeck. Ms. Baker left the closed session discussion at 10:29 a.m., prior to the start of the Wade Hollenbeck Findings of Fact discussion. At 10:54 a.m., the Board reconvened in open session.
8. Review and Discussion of Open Appeal
Mr. Gilmore informed the Board that there was no update in the Lorenzo Edwards, Jr. appeal matter.
11. Adjourn
Ms. Baker rejoined open session. Ms. Baker moved, Ms. Schneider seconded, and the Board, by unanimous vote (4-0), adjourned the meeting at 11:07 a.m.
