Unidentified People

Help to Identify People and Bring Closure

The Milwaukee County Medical Examiner’s Office has investigated countless deaths in Milwaukee County. During these investigations, we attempt to obtain a positive identification on the deceased individual and find family (next of kin) to notify them of their family member’s death. A positive identification can be made by visually identifying the deceased individual in person or from a photograph taken of the deceased individual after death. Unique tattoos or unique features on the deceased’s body can also assist in making a positive identification. More scientific methods of identification include DNA testing and comparing fingerprints or dental records taken prior to their death.

The following are cases where the Medical Examiner’s Office was unable to identify the deceased person or find any of their family members.

We use the National Institute of Justice's NamUs database. Coroners and medical examiner offices or law enforcement agencies can enter information for unidentified people into the NamUs database and hopefully match them with missing persons who have also been entered into the NamUs database. The following cases have all been entered into NamUs.

  Body found 12/04/1998 - Asian Male - 28-87 years old

This unidentified ale skeleton was found on December 4, 1998, by a pest control inspector at the Thielan Tanning Company located under the 27th Street Viaduct in Milwaukee. The skeleton was found outside and was sheltered by steel plates that were leaning against a wall. The man had been wearing a pair of scrub pants from the Milwaukee County Mental Health Complex.

This unidentified white male was found floating in Lake Michigan on August 20, 1986, near Bender Park located at 4800 East Oakwood Road in Oak Creek. He was nude and had no identification on him. The unidentified male had dental work done and had three tattoos that consisted of: “CHICANO” located to the left hand, a cross located on the left index finger and “HC” located to the right hand.

This unidentified African American female was found floating in the Milwaukee River on March 16, 1982, near 420 North Plankinton Avenue in Milwaukee. An off-duty fire fighter went to check on his boat that was docked at a pier and found the body floating in the river. The unidentified female may have been floating in the river for up to three months.

  Body found 11/26/1981 - White Male - 40-75 years old *VIEWER DISCRETION*

This unidentified white male was found unresponsive on November 26, 1981, in a parking lot located at North Milwaukee Street and East Wells Street in Milwaukee. It appeared as if the unidentified male had been sleeping in the parking lot and did not collapse there. He was taken by ambulance to the Mt. Sinai Hospital where he was pronounced dead on arrival.

This unidentified white male was found floating face down in Lake Michigan on September 30, 1976, near 900 North Lincoln Memorial Drive in Milwaukee. The unidentified male had no identification on him. The only identifying feature he had was a tattoo to the mid-portion of his upper left arm that stated “Norm” in script writing.

The skeletonized body of an unidentified male was found on July 9, 1975, in the Milwaukee River near the northeast end of the Kilbourn Avenue Bridge in downtown Milwaukee. The unidentified male was found by a construction worker operating a floating crane to remove pilings from the northeast corner of the bridge so repairs on the bridge could be completed. When a piling was removed the body floated to the surface of the water and the police were then notified. At the time the body was found, it was believed that the body was that of a white male over the age of 30. A key was found on the unidentified male and it was later determined to unlock the door of Apartment #309 at the Clybourn Arms Apartments located at 525 North 17th Street in Milwaukee, WI. Further investigation of the contents in Apartment #309 and of the past tenants did not lead to an identification of this individual. Also found with the body was a 1973 pocket calendar from “Cream City Liquor”.

This unidentified white female was found floating in Lake Michigan on May 5, 1974, near the industrialized peninsula of Jones’ Island: Pier #5 in downtown Milwaukee. The unidentified female was found by U.S. Coast Guard personnel who also found a pair of abandoned crutches located in a barrel on top of the pier. She is believed to be of Native American, Hispanic or possibly Italian descent and was wearing a wedding ring that had a inscription of: “Emiliano 28-1-1953”.

  Body found 04/26/1990 - Multi-Racial Female Infant

This full-term unidentified white/African American female infant was found dead on April 26, 1990, in the Milwaukee River located in Lincoln Park at 5000 North Milwaukee River Parkway in Glendale. Strangers who were fishing on the edge of the Milwaukee River in Lincoln Park found the fetus when it became snagged on their fishing line that had been cast into the river. Once the strangers reeled in the fishing line, they discovered that the object being reeled in was a human fetus and called the police.

This full-term African American Female infant was found dead on November 5, 1986, behind a residence located at 5774 North 72nd Street in Milwaukee. The infant was found by a nearby neighbor who went to investigate a suspicious package. The neighbor discovered that the infant inside was dead and notified the police.

  Body found 10/21/1979 - White Male Fetus

This unidentified white male fetus at 6 months gestation was found dead on October 21, 1979, in the basement incinerator at a multi-unit apartment complex located at 3953 North Maryland Avenue in Shorewood. A tenant at 3953 North Maryland Avenue was placing some cardboard and newspapers in the basement incinerator to be burned and disposed of. After burning the cardboard and newspapers in the incinerator, the tenant raked through the ashes and noticed a solid mass in the ashes. The tenant discovered that the solid mass was the body of a fetus and called the police. Each floor of the apartment complex is equipped with chutes leading to the incinerator and the lobby door of the apartment complex does not lock and is available to the general public.

  Body found 02/24/1973 - African American Female Fetus

This unidentified African American female fetus at 4 months gestation was found dead outside on February 24, 1973, between the front and rear houses located at 1513 and 1515 West Center Street in Milwaukee. A stranger who was trying to locate a resident at 1513 West Center Street found the fetus lying on the ground and called the police. No one had been living in the rear house (1515 West Center Street) and it has been vacant for sometime. The front house (1513 West Center Street) had been recently gutted out due to a fire that occurred at the house in morning of February 24, 1973.

This unidentified white male fetus at 7.5 months gestation was found dead on September 11, 1971, in a trash can that was located in an alleyway near 2436 West Kilbourn Avenue in Milwaukee. The fetus had been wrapped in a “YMCA” towel and then placed in a “Kohl’s” food bag. A stranger found the fetus when he was rummaging through the contents of the trash can. The police were notified and took the fetus to the Milwaukee County General Hospital were he was pronounced dead.

This full-term unidentified white female infant was found dead on February 11, 1971, in a 55-gallon wire mesh trash can in Pulaski Park located near East Grange Avenue and South Swift Avenue in Cudahy. A stranger walking through Pulaski Park found the fetus inside a shopping bag on top of a filled trash can. The fetus had been wrapped in some fabric, clothes and plastic bags and then placed inside a shopping bag. The shopping bag also contained some handwritten essays about buffalos that appeared to be apart of a school assignment. The essays contained no names or any identifying features.

This unidentified African American male fetus at approximately 6 months gestation was found dead on November 13, 1970, in a communal toilet at a rooming house located at 4067 North 19th Place in Milwaukee. A tenant at the rooming house went to use the communal toilet and found the fetus in the toilet. The fetus had been preserved in Formalin and was autopsied prior to being found. (Formalin is a liquid used to preserve biological specimens.) Residents of the rooming house had no knowledge of the fetus being there and stated that the rooming house is within a block from the Rufus King High School and students frequently use the communal toilet.

This unidentified African American male was found on May 30, 2012, by a work crew from the City of Milwaukee – Department of Public Works. The Department of Public Works was cleaning and removing debris from inside a sewer catch basin in the alleyway behind 2177 North 40th Street in Milwaukee when they found human remains floating in the catch basin. An identifying feature of the decedent's remains includes a spinal fixation implant device (metal hardware in upper neck) located at the cervical (neck) vertebrae 3, 4, and 5.

This unidentified African American female was discovered by a stranger passing by on September 23, 2011 in an urban environment on the west side of the City of Milwaukee, Wisconsin. Identifying features of the decedent includes a congenital (from birth) nonunion of the posterior arch of the first cervical vertebrae (C1) in the neck, spina bifida occulta (outer part of the sacral vertebrae in the lower part of the spine is not completely closed or formed) and the early stages of rheumatoid arthritis were noted in the feet. She also had short, coarse, and tightly-curled dark colored hair.

He arrived unresponsive at St. Luke's Hospital and never recovered from the seizure. There was no identification found with him.

This unidentified African American male was found floating in the Milwaukee River on June 13, 1975, near the Juneau Street Bridge located in downtown Milwaukee. The unidentified male may have been in the water for up to two weeks. He had no identification on him, but did have an Amtrak train ticket in his pocket with the handwritten name of "D. Conner". The ticket was for Jacksonville, FL to Chicago, IL with a departure date of 6-6-1975. The ticket was marked $56.
