“No Wrong Door” means however an individual connects to Milwaukee County DHHS and the health and human services system of care, they will have access to all services and resources offered by DHHS, and countless community partners. 2025 DHHS Annual Report
In 2025, DHHS...
- The opening of the new Marcia P. Coggs Health and Human Services Center made history because it is the first time Milwaukee County has a building designed to deliver human services, which is named after a trailblazing human services advocate.
- Great progress was made during the first full year of our new strategic plan the 2025-2027 DHHS Strategic Plan: Opening Doors to Thriving Communities.
- AARP Wisconsin announced support to Milwaukee County to become an Age-Friendly Community, and work began to realize this vision.
- Communitywide CVI collaboration continued to grow with a departmentwide expansion of Better Ways To Cope and harm reduction efforts, and promising data trends with a multi-year reduction in death from overdose.

In 2024, DHHS...
- From being responsive to events, like SDC closing or a National Security Event that took over the city, to welcoming Child Support Services into the DHHS family, 2024 was a big year!
- DHHS continued to operationalize No Wrong Door and advance prevention and intervention work addressing social drivers of health with promising results.
- DHHS team members were recognized as leaders, locally and nationally, in community violence intervention, addressing homelessness, early childhood intervention, harm reduction, and their commitment to our community.
- The department embarked on a new strategic planning process and watched the new Marcia P. Coggs Health and Human Services Center rise into existence.

- In 2023, DHHS continued to build on our successes and momentum.
- 2023 was the third year of operationalizing the DHHS Strategic Plan and implementing our No Wrong Door philosophy—we closed gaps in service delivery, invested in physical infrastructure, and were recognized as a national leader by our peers.
- We looked at how to improve synergy across the department and how to amplify programs and initiatives, leading to system improvement, and moving us toward creating a healthy community, together.

In 2022, DHHS...
- DHHS reached a milestone in the redesign of the behavioral health system with the closure of the Mental Health Complex and move to a community-based system of care.
- Advanced plans to build a new Marcia P. Coggs building moved forward, creating a human services campus in the same trusted location where services have been delivered for 50 years.
- Developed plans to build 120 single-family homes in the King Park neighborhood.
- DHHS prioritized community outreach to bring awareness of available services and programs.

- Integrated the Children's System of Care and Adult System of Care, and combined the Aging & Disability Resource Center
- Kept more than 11,000 families in their homes through eviction prevention
- Launched the prevention-focused Credible Messenger Program, a community-based approach to youth justice
- Served hundreds of thousands of meals to older adults
