RNC Operational Updates for Monday, July 15, through Friday, July 19

The Milwaukee County Courthouse will remain open during the Republican National Convention (RNC). All court operations (Civil and Family Filings, Restraining Orders, Probate, In Custody Intake Court, Preliminary Hearings) will be operating at Vel Phillips Juvenile Justice Center (10201 W. Milwaukee County Operations During the RNC

The Republic National Convention (RNC) is taking place in the City of Milwaukee from Monday, July 15, through Thursday, July 18, 2024, with an opening ceremony held on Sunday, July 14. Milwaukee County’s goal is to ensure that essential County services remain operational and accessible to residents.

The Milwaukee County Courthouse will remain open during the Republican National Convention. However, many departments and offices may have impacted and/or adjusted operations during the RNC. These changes may include office closings and relocations, adjusted hours of operation, service delays, and additional operational impacts.

Below is a list of operational impacts for Milwaukee County departments, as well as resources from community partners. Please check this webpage for updates before and during the RNC.

  Clerk of Circuit Court *

 

All downtown offices of the Clerk of Circuit Court will be temporarily relocated to its offices at Children’s Court, 10201 W. Watertown Plank Road.  Court Services will be available to the public in person during regular business hours 8:00 – 5:00 to meet customer service needs. The Milwaukee Justice Center (MJC) located in room G9 will also be closed but will have their Civil Legal Helpline at (414) 278-3965 operational daily from 9:00-4:00.

In addition, the Milwaukee County Law Library will be closed; a legal information reference line will remain available at 800-322-9755.

Milwaukee County DHHS has a No Wrong Door model of customer service, meaning regardless of how someone connects to DHHS or any point in the health and human continuum of care, they will have access to all services and resources offered by DHHS, and countless community partners. BEHAVIORAL HEALTH SERVICES

 

HOUSING SERVICES

  • Housing Services Building—Operating all week long; lobby will serve as a cooling site.
  • Vulnerable Populations Reception Center— Milwaukee County’s homeless outreach team, BHS Milwaukee Crisis Mobile team, and Milwaukee Continuum of Care partners will be standing by 24/7 and staffing a reception center several blocks from the security zone from July 14-July 19, which will be a space that can be accessed by anyone experiencing unsheltered homelessness or with other social service needs in the immediate area of the RNC security zone.
  • Outreach Team—Possible shift extensions.
  • St. Benedict’s—Will be open for overnight sheltering and some transportation to and from the Reception Center to St. Benedict’s will be provided. *NOTE: 9th St. access to St. Benedict’s will be closed; clients will need to enter from the west and north.


AGING & DISABILITIES SERVICES

Information and assistance on a broad range of programs and services for older adults and adults with disabilities to meet their needs and help them remain independent. Core services of the ADRC include Information & Assistance, Benefits Specialists, Options Counseling, Youth Transition, Prevention, and Wellness. Staff assist individuals to plan for short-term and long-term needs, access community services and resources, and learn about programs and benefits available.

The ADRC is open at the Coggs Building during the RNC for walk-ins. Office hours are from 8:00 AM - 4:00 PM.

VETERANS’ SERVICES

  • There will be no impact on services or hours of operation. Veterans’ Services will be open as usual.

  Department of Transportation / Milwaukee County Transit System *

 

Security measures during the RNC will cause MCTS bus detours throughout the duration of the convention. While public transportation will be most impacted in downtown Milwaukee, riders should also expect delays across the system due to the overall increase in traffic expected. MCTS detours could start as soon as July 11, when fencing around the security perimeter begins to go up. Throughout the length of the convention and the day after it ends, MCTS will serve only the existing bus stops located outside of the Vehicle Screening and Pedestrian Restricted Security Perimeter. Service is expected to return to normal on Friday, July 19, on a route-by-route basis. 

Fourteen public transit routes in downtown Milwaukee will be most impacted by the RNC. Affected routes include CONNECT 1, BlueLine, GreenLine, 12, 15, 18, 19, 30, 31, 33, 34, 57, 80 & 81.   District Attorney Office *

 

The Milwaukee County District Attorney’s Office is committed to serving victims of crime and the citizens of our community. Our main offices are in the Criminal Justice Facility and Safety Building, both of which are within the secure perimeter for the RNC, will be closed to the public from Saturday, July 13th, 2024 to Sunday, July 21st, 2024. As a result, the Milwaukee County District Attorney’s Office will move to remote operations during normal business hours, Monday thru Friday, 8 AM – 5 PM.

If you are a victim of a crime, our office will make every effort to reach you via phone or email during the RNC. Please call 414-278-4667 or [email protected] if you need assistance.

Office of Emergency Management (OEM) will be very impacted during the planning process and the RNC itself.  There will be no scheduled education or outreach events scheduled July 11-20th, but OEM will function normally should there be any emergency events.  Please feel free to contact the OEM Office at (414) 257-4709 for any questions.

 

McArthur Square Parking

The McArthur Square Parking Structure will be open and available during the RNC.  The 9th Street entrance and exits will be available, but vehicles will be subject to evaluation by security personnel and K-9 officers when entering.  All other entrances and exits will not be available for use.

OFFICE HOURS CHANGE:
In order to ensure time for staff to park, pass through security, adjust to public transit route changes and/or navigate traffic and street closures, in-office service hours will be adjusted to 9:00 a.m. to 3:00 p.m. daily during the RNC. Incoming phone inquiries will continue to be answered between 8:00 a.m. and 4:00 p.m. Regular office hours will resume on July 19, 2024.

  • For online options to obtain Vital Records (Birth, Death, Marriage, Domestic Partnership and Divorce) please visit the link below.

We understand that some constituents may require in-person services. In-person services will be available, but in a reduced form during the RNC. Accordingly, wait times may increase. We will do our best to service the public promptly upon arrival. Due to limited staffing, the following services are suspended from July 15-18, 2024, and will resume on July 19, 2024:

Starting Monday, July 15, 2024, through Friday, July 19, 2024, Civil Process will process paper service as follows:

  • All paper services, with the exception of Writs of Restitution / Assistance, will be accepted online at [email protected], along with electronic payment at govpaynow.com. This email is monitored during business hours MON-FRI 8:00 a.m.- 5:00 p.m.
  • An in-person option will be available for all customers who do not have access to submit papers or payments online.
  • All Writs must also be submitted in person.
