After tragedies such as the terrorism attacks on 9/11/2001, and Hurricane Katrina in 2005, Emergency Managers have become increasingly focused on disaster planning which includes 100% of the population. Now more than ever, disaster planning involves considerations for individuals who may be at higher risk during emergencies due to their own functional or medical needs. Although many individuals are able to live independently in our community with these needs, they may need extra assistance in the event of an emergency.
Milwaukee is vulnerable to many man-made and natural disasters and all Milwaukee residents are encouraged to learn about personal and household emergency preparedness.
In an emergency that requires people to evacuate their homes, some residents may need to stay at a community emergency shelter. Many shelters are limited in the care they can provide to people with medical or functional needs because they may not have the supplies or equipment to accommodate the needs, or they may not have enough medically-trained volunteers assist.
Milwaukee County Functional Needs Emergency Shelter (MCFNES) planning has worked to narrow this gap in Milwaukee County.

The Mission of the Milwaukee County Functional Needs Emergency Shelter is to provide a safe shelter for Milwaukee’s residents with medical or functional needs during large emergencies or disasters. Through collaborative planning and preparation with community partners, Milwaukee County will be able to offer a safe place for Milwaukee County Residents regardless of individual needs.
