Milwaukee County Disadvantaged Business Enterprise (DBE) Goals for United States Department of Transportation (US DOT) Federal Aviation Administration (FAA) Assisted Projects Federal Fiscal Years (FFY) 2017-2019

 

PUBLIC NOTICE

 

In accordance with US DOT Regulations, Milwaukee County has established goals for participation by certified DBE firms on the County’s FAA-assisted projects at General Mitchell International Airport anticipated for Federal Fiscal Years 2017-2019.  Milwaukee County submits this report to the public for review as well as to the Milwaukee County Board and the Milwaukee County Executive for the period of October 13, 2016 through November 18, 2016.

 

Milwaukee County General Mitchell International Airport has budgeted FAA-assisted contracts for FFY2017-2019 totaling $23,029,500. The overall DBE goal for Milwaukee County’s FAA-assisted contracts for FFY 2017-2019 is 19.3%, 7.7% will be Race-Neutral and 11.6% Race-Conscious.

 

The County has set the following preliminary goals for DBE participation on these contracts by sector:

  • Construction projects:                                 20.6% of funds anticipated for construction projects
  • Professional Services/Procurement:           6.6% of funds anticipated for professional services and procurement of equipment

The overall DBE goal for all FAA-assisted contracts FFY2017-2019 is 19.3%.

 

These are preliminary DBE goals subject to change based upon stakeholder input and further data analysis.  The goals will be finalized by November 30, 2016 for submission to FAA on December 1, 2016.   Milwaukee County is actively encouraging and requesting the submission of evidence of ongoing discrimination in its contracting activities during this public review period.

  • Comments and feedback on this report, goals, methodology, and Milwaukee County’s contracting on FAA-assisted projects at General Mitchell International Airport
  • DBE and non-DBE availability of ready, willing and able firms
  • Effects of discrimination
  • Efforts to establish a level playing field
  • Any other evidence relevant to DBE’s and contracting with Milwaukee County at GMIA

Milwaukee County Disadvantaged Business Enterprise (DBE) Goals for Federal Transit Administration (FTA) Assisted Projects Federal Fiscal Years 2015-2017

 

Milwaukee County has formulated its Disadvantaged Business Enterprise (DBE) goals for United States Department of Transportation (USDOT) assisted projects for Federal Fiscal Years (FFY) 2015-2017, beginning October 1, 2014 and ending September 30, 2017.

 

The County proposes to contract out to DBE firms an overall goal percentage of 6.0% of Federal Transit Administration funds.

 

The goals and description of the methodology used to determine them are attached for review.  A hard copy of the document is also available for inspection during normal business hours at the Community Business Development Partners Office located at 633 West Wisconsin Avenue, Suite 902, Milwaukee, WI 53203.

 

Following is the report submitted to the FTA as required by 49 CFR Part 26, and updated 02/06/2015.

 


Milwaukee County Airport Concession Disadvantaged Business Enterprise (ACDBE) Goals for Federal Aviation Administration (FAA) Airport Concession Opportunities Federal Fiscal Years 2015-2017

 

PUBLIC NOTICE

 

In accordance with USDOT Regulations, Milwaukee County has established goals for participation by certified Airport Concession Disadvantaged Business Enterprise (ACDBE) firms on the County’s anticipated airport concession opportunities for Federal Fiscal Years (FFY) 2015-2017, beginning October 1, 2014 and ending September 30, 2017.

 

The County anticipates new concession opportunities at General Mitchell International Airport over this 3-year period to include a retail, news and gift concession opportunity that will be solicited via request for proposal during 2015, and parking management services that will be solicited via request for proposal in 2017.

 

The County has set the following goals for ACDBE participation:

  • Car Rental:  1% of funds anticipated for goods and services
  • Food & Beverage contracts: 25% of anticipated revenues
  • Retail, News & Gift contracts: 29.9% of anticipated revenues

  • Parking Management Services: 17.7% of the management contract

 

The overall ACDBE goal for non-car rental concessions is 39.5%.  The overall ACDBE goal for car rental concessions is 1%.  These are overall ACDBE goals.  If, and/or when, opportunities arise, goals will be modified accordingly per 49 CFR Part 23.
