Milwaukee County CBDP administers two programs to promote the access to Milwaukee County contracting for small, minority and women owned businesses.
The first program is the Disadvantaged Business Enterprise Program (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) program. This program is a Federal requirement for US Department of Transportation funding assisted projects. Milwaukee County is a certifying member of the Wisconsin Unified Certification Program. This program complies with all aspects and requirements of 49 CFR Parts 23 and 26 and does not provide for a set aside program.

The second program, Milwaukee County's Targeted Enterprise small business program, is governed by Chapter 42 of Milwaukee County code of ordinaces and is race and gender neutral. Through the MCTE program Milwaukee County identifies Targeted Business Enterprises (TBE) and provides assistance in leveling the playing field for all Milwaukee County non-Federal US DOT funded contracting and procurement.

To ensure that Disadvantaged Business Enterprise (DBE) and Targeted Business Enterprise (TBE) firms are afforded a level playing field in participating on all Milwaukee County procurements, the Community Business Development Partners department (CBDP) monitors contracts and enforces Milwaukee County ordinances, in regards to DBE involvement. To assure this is done, CBDP reviews, signs-off on, monitors, and audits DBE participation on all Milwaukee County contracts. When and where necessary, various enforcement mechanisms are employed to mitigate the potential for fraud and/or violation of these contract specifications.
In addition to these activities, CBDP also works to educate, and partner with, all stakeholders concerning the development and implementation of the processes and procedures through which Milwaukee County's DBE Program operates.

Adherence with prompt payment requirements is monitored through information entered into the Diversity Management and Compliance System, utilizing B2GNow software. Prime contractors are required to report payments received from the County and amounts paid to subcontractors. Subcontractors will receive an automated email requesting them to confirm the amounts and whether the terms of the prompt payment policy were complied with. There is no cost to the Prime or any subcontractor, the only requirement is to become a registered user and complete the one hour webinar training. The County will enter the initial contract into the system, and the Prime will enter all subcontractors, including both TBE and non-TBE firms.
