Transportation Services Division

 

 

Mission Statement:  To cost effectively plan, design and implement projects necessary to maintain and enhance the safety and efficiency of the County's highways, bridges, traffic control facilities, and transit systems.

 

 

The Transportation Services Division provides planning, design, and construction management for capital projects on County trunk highways and County-owned bridges. The division is comprised of five areas: Highway, Bridge, Traffic Engineering, Construction Management, and Administrative oversight.

 

Highway Engineering provides planning, design and technical services for highway capital improvement projects, County Highway Action Program projects, and Local Road Improvement Projects as required by the State of Wisconsin.

 

Bridge Engineering provides planning, design, construction and technical ovesight of new bridges and for the rehabilitation of existing County-owned bridges. As mandated by the State of Wisconsin, Bridge Engineering conducts and oversees biennial bridge inspections of all County-owned bridges and administers the Local Bridge Program for all municipality-owned bridges in Milwaukee County.

 

Traffic Engineering provides planning, design, and project implementation as needed to maintain and improve the safety, operational efficiency of the County's highway network. These projects include the Congestion Mitigation and Air Quality Improvement and Hazard Elimination Programs.

 

Construction Management is responsible for contract administration, field inspection, construction engineering, and construction management of Milwaukee County owned highway, bridge and traffic projects. This section expanded its role to manage both Milwaukee County and the State of Wisconsin projects.

 

Administrative and Fiscal provides clerical and fiscal support with the preparation of budget documents, capital project cost monitoring, and billing.  Other duties include capital project plan documentation distribution, contract payment, purchasing, and payroll preparation. This area also provides fiscal support for DTPW-Transit.

 

ECONOMIC IMPACT

 

Transportation Services contracts with nearly 40 vendors for services totaling $1.6 million dollars. Since Transportation Services performs most of the design work for the State of Wisconsin and Milwaukee County projects, construction of these projects is contracted out to vendors bidding on the work. This division oversees construction for all Milwaukee County projects and several State of Wisconsin projects to ensure the designs specification allowed.

 

RECENT MAJOR ACCOMPLISHMENTS

 

Milwaukee County has partnered with the municipalities of Milwaukee County on maintenance and power sharing agreements to minimize ongoing maintenance costs once road work is completed.

 

Milwaukee County adopted a policy in 2008 that allow municipalities to provide input in the design phase of a road construction project to add various amentities that the community prefers.

 

An inter-jurisdictional traffic signal communication network was expanded to link 12 County traffic signals, 50 WisDOT signals and 30 City of Milwaukee traffic signals. This system allows for better traffic management by coordinating lights resulting in better travel times and reduced fuel consumption.

 

Transportation Services completed $10.7 million dollars of American Recovery and Reinvestment Act fund projects on County Trunk Highways and Parks roads and bridges in recent years.


Transportation Services recently completed the final construction segments of Good Hope Road and Silver Spring Road. The completion of Good Hope Road and Silver Spring Road finishes the three year construction schedule of these road projects.
