RULE IX, Section 1
COMPENSATION SCHEDULES
Under and pursuant to Section 772-10, Stats. 1917(1919 c.365 s.15; s.63.11, Chapter 60, Laws of 1919), of the civil service statute and the action of the county board of November 13, 1917, in passing an ordinance adopting the classification and salary standardization plan including schedules of compensation of offices and positions in the county classified service and establishing procedures and regulations in connection therewith, as amended, the commission hereby provides that the limits and rates of compensation for each office or employment in the classified service shall be as prescribed in the schedules set forth in Chapter 17 of the General Ordinances of Milwaukee County as amended, which schedules are hereby made a part of these rules.
RULE IX, Section 2
ADVANCEMENT ON EFFICIENCY AND SENIORITY
(1) Where minimum and maximum limits of compensation are prescribed for a classification, appointment to any position in such classification from either original or promotion eligible register to any department, board, or institution shall be made at the minimum rate except as provided in Section 17.09 of the General Ordinances of the County of Milwaukee, and advancement within such classification to the next higher rate within the limits of compensation provided for such classification shall be conditioned upon meritorious service at each rate for at least 2080 straight-time hours paid. Proof of meritorious service may be established for all classifications in the classified service through efficiency records of the departments, copies of which may be kept in the office of the Department of Human Resources, supplemented by investigation by the commission under these rules.
(2) An employee's salary increment shall be postponed one pay period for each ten days of absence without pay, except as provided in s.63.06.
(3) No advancement of salary shall be granted to any employee where the department head indicates that such advancement in salary is not merited.
(4) Whenever an employee is promoted to a classification having maximum compensation higher than the maximum compensation of the classification from which he was promoted, he shall receive the next rate provided in the range of the new classification which is higher than the rate which he has been receiving.
(5) In the event of an increase or decrease in the range of compensation for any classification, employees in this classification on the effective date of the change shall receive the same step in the new range as they were receiving in the former range, and shall continue to receive salary advances when merited on the same anniversary date as theretofore.
RULE IX, Section 3
REDUCTION IN PAY
No reduction in pay of any officer or employee in the classified service shall be made by the Chief Executive Officer without the approval of the commission. |
