2015 Open Enrollment

 

Every year during open enrollment, you have the opportunity to adjust your benefit elections to suit your changing needs. This year’s open enrollment period and informational sessions will be held from December 8th, 2014 through December 17th, 2014. County Benefit staff and representatives from the County’s medical, pharmacy, and life insurance plans will be present to answer questions at the open enrollment session.

 

The 2015 adopted budget included changes to Milwaukee County's benefit programs, you will want to make sure that you look at the aproppriet letter attached below based on your employed or retired status to see all your benefit changes :

Introducing Optum Rx: 

We are pleased to introduce Optum Rx as the new pharmacy administrator for Milwaukee County’s medical plan.   All employees who are enrolled in the County medical plan will receive a new combined ID card for medical and prescription drug coverage, and your open prescriptions will be transferred from Express Scripts to Optum Rx. Please watch your mail for a separate welcome packet from Optum Rx with additional details about the transition.

 
 
 
Dental Plan Coverage: No change from 2014
 
Wellness Plan: No change from 2014

 

The County wellness program is participation-based. If an employee chooses not to take part in the required steps, they will not receive the incentive. The incentive for the employee is a 30% reduction to their monthly insurance premium contributions up to a maximum reduction of $50/month (see the premium charts on pages 5 & 6). Covered spouses are welcomed to participate, but their participation is not required in order for the employee to earn the incentive. Froedtert Workforce Health will continue to administer the health screening process. The following steps need to be completed in order to receive the incentive:

 

1.   Complete Froedtert’s online health risk assessment, which will you ask questions about health-related behaviors. This must be completed before your biometric screen.

2.   Go through a 30-minute biometric screening, which includes a finger stick blood test for cholesterol and glucose, height, weight, waist circumference, and a blood pressure check. During this 30-minute screen you will also meet with one of Froedtert’s health educators to review your results and discuss your risk level. The health screens will start January 5th and run through March 4th. Employees are welcome to attend any of the screenings taking place at various locations throughout the County.

3.   Employees identified at a high or very high risk will also be required to work with one of Froedtert’s health coaches quarterly to continue receiving the reduced premium. Health coaching sessions are typically a 15-minute telephone conversation about your health related goals and challenges.

4.   Employees who are at optimal, near optimal or borderline risk are welcome to work with a health coach to continue to improve their overall health, but are not required to do so to receive the premium reduction. These employees will be reported as “participating” regardless of whether or not they are actively working with a health coach. As such, Milwaukee County will not receive any information from Froedtert/Workforce Health that can be used to identify any individual employee’s health status.

 

Froedtert Workforce Health will begin sending detailed information in early December.

 

Effective date of the incentive:

The incentive for the 2015 wellness program will start in the second quarter. Employees who have been participating in the 2014 program will receive the incentive in the first quarter of 2015. Employees who do not complete the steps outlined above will begin paying the higher “non-participation” premiums in the second quarter of 2015.

 

Participation after the initial screening program (including new hires): Employees will be able to complete their screening outside of the designated on-site dates by scheduling an appointment to complete the screening and initial consultation at Froedtert’s Workforce Health facility. Employees may also submit screening results from their physician, but they still need to work with one of Froedtert’s coaches to discuss their risk level.

 

Firefighters Union: Any employee who is covered by the medical premium rates defined in the Firefighter’s contract is eligible to participate in the wellness program, but will NOT be eligible for the monthly premium reduction.
 
 
Flexible Spending Accounts:

Milwaukee County will continue to offer medical and dependent daycare FSA programs to all benefits-eligible County employees. The maximum contribution to Health Care FSA for 2015 has been raised to $2550. Health FSA funds can be used to reimburse you for eligible health care expenditures such as copays, deductibles, coinsurance, dental, or vision care.

The maximum contribution for Dependent Daycare FSA remains at $5000.

 

Claim reimbursement is based on the date you receive services, not the date you pay the invoice or the date you are billed, which must be within January 1, 2015 and March 15, 2016. With the FSA, you can be reimbursed for your entire claim up to your plan-year election, including your Milwaukee County contribution minus any previous claim reimbursements, even if that amount has not yet been deducted from your pay.

 

FSA is a “use it or lose it” program. Any funds remaining in your account at the end of the plan year are forfeited, including both your contributions and matching contributions made by the County.

Medical FSA Matching Contribution: All benefits-eligible employees, except those employees who are not required to contribute to ERS, who contribute their own funds into the Health Care Flexible Spending Account (FSA), will receive a matching contribution up to a maximum of $2000 per year to their plan from Milwaukee County.

 

FSA Plan Administration: Milwaukee County has chosen Employee Benefits Corporation (EBC) as the administrator for the County’s FSA programs. All employees who are currently enrolled for 2014, and/or enroll for 2015 will receive a welcome packet from EBC including information regarding claims submission and payment. This information will also be available at all of the informational sessions on the schedule above.
