The Milwaukee County CEMP provides overall guidance in mitigating, preparing for, responding to, and recovering from major disasters throughout the County. The Milwaukee County CEMP is updated annually; click here for the entire 2017 CEMP, recently approved by the state. The plan framework guides organizational response during an emergency as well as interagency and community-wide collaboration in the planning and recovery phases.

The CEMP is organized by Emergency Support Functions (ESFs), shown below. All or some of these ESFs can be activated during an emergency depending on the disaster size and type. The ESF format mirrors the State and Federal plans, making coordination and resource sharing more efficient.
