Milwaukee County property foreclosure data has been updated to include information added through the first quarter of 2014. The Foreclosure layer in the Administrative Group Layer shows foreclosed parcels that have sold in the last four quarters (April 1, 2013 through March 31, 2014). Two maps summarizing foreclosure data by a) purchaser and b) assessed value vs. sale price may be viewed by following the "Community Interest" links under the "Land Records" tab at the top of the home page. SharePoint users may access a compressed folder that includes a shapefile of parcels foreclosed over the past four quarters, a spreadsheet of all parcels scheduled for Sheriff's sale from 1/1/07 through 3/31/14, and metadata. 2010 PLANIMETRIC MAP REPLACEMENT PROGRAM

Newly updated planimetric feature data is available for immediate release.  This data has been updated for Milwaukee County based on Aerial Photography and LiDAR flights that were completed in April 2010. This is the first comprehensive update of planimetric feature data since first completed in 2005. The newly released planimetric data is available for viewing on the MCLIO Interactive Mapping website and the newly redesigned MCLIO website. This release includes changes that have occurred between 2004/2005 and 2010 and includes for the first time polygons that accurately represent feature areas e.g., buildings, and paved roadway among other features. The new polygon features will aid designers and users alike to further develop improved basemap products, 3-D models and highly accurate analysis of local water runoff related to impermeable surfaces.

Once we receive your order we will send you a link where you will be able to download a copy of the data, or if you prefer a customized selection of data will be forwarded to you as soon as we can complete each request in the order received. 2013 PICTOMETRY ACCUPLUS ORTHOPHOTOGRAPHY

County-wide Accuplus orthophotography is now available to view on our website. This year's photography is among the best we have ever acquired. We would like to hear your feedback on your experiences with the photography as we begin to plan our next flight, which is tentatively scheduled for the spring of 2015. If you are new to the website - to enable viewing the new photography click on ‘AERIAL PHOTOS’ located in the ‘Layer List’ on the left-hand side of the map window. Then select ‘AERIAL PHOTO 2013 HIGH RES ACU PLUS’. Continue viewing through the use of any of the zoom or search tools.

2013 PICTOMETRY IMAGE NAVIGATOR AND PICTOMETRY ONLINE

The 2013 Pictometry Aerial Photography flights were completed in mid-April. The newly collected oblique and individual straight down (nadir) photos are now being displayed through the Pictometry Image Navigator available on the MCLIO Interactive Mapping website, and are also available through Pictometry Online (POL). MCAMLIS Partners can request access to POL by submitting a request for a login here.

 

2013 PICTOMETRY ACCUPLUS ORTHOPHOTOGRAPHY

The target delivery date for county-wide Accuplus orthophotography is expected by mid-September. The new AccuPlus Orthophotography will have improved 4 inch resolution (an upgrade from the previous 6 inch) and the new oblique photos will provide excellent clarity across the entire county and increase the utility of this data for users. We will send out further updates as this project proceeds.

2013 AERIAL PHOTOGRAPHY UPDATE

In 2012, unusually warm weather caused the collection of new aerial photos to be postponed until this spring. Thankfully, favorable weather in recent weeks have allowed the 2013 Aerial Photography flights to be completed. Fifty percent of the images were captured between April 15 and April 17, and the rest were collected the week of the 22nd to the 28th.

The new 4 inch ortho (an upgrade from the previous 6 inch) and oblique photos will provide excellent clarity across the entire county and increase the utility of this data for users. Samples of the new air photos are available through these links: Ortho 1, Ortho 2, Ortho 3, Oblique 1, Oblique 2, Oblique 3, Oblique 4, and Oblique 5.

 

Updates will be posted as the air photos are processed and integrated into the Interactive Web Mapping site.

BROWSER SUPPORT FOR INTERACTIVE MAPPING WEBSITE

Due to recent internet browser updates, some users may have experienced technical issues with the Interactive Mapping Service Website. For best results, please use an internet browser with these requirements:

 

Minimum: Internet Explorer 7, Mozilla Firefox 3

Recommended: Internet Explorer 8 & 9, Mozilla Firefox 4

 

Using a different browser or version may cause unexpected errors. Users who have upgraded to Internet Explorer 10, or who have it by default in Windows 8, are encouraged to use Compatibility View. More information on browser compatibility and technical issues can be found here.

1951 AERIAL PHOTOGRAPHY PROJECT COMPLETE

The Milwaukee County Land Information Office's 1951 aerial photography rectification project has been completed. Currently, all 509 tiles have been processed and are available for viewing via the Interactive Map Service. To view the images, turn on the Aerial Image group layer, turn off the current image layer, expand the "More Imagery" group under the "Aerial Photos" group layer in the Interactive Mapping Service's Layer List, and turn on the "Aerial Photo 1951" layer. Some of the image tiles were collected in 1952, and replaced the original 1951 images. The LIO is investigating a process to restore all of the 1951 images and provide the 1952 separately. What's New at MCLIO...

Happy Holidays from the Milwaukee County Land Information office! Here’s what’s been going on recently:
· Orthophotography/Oblique Imagery collection in 2012 had been delayed because of unseasonably warm weather conditions during the spring and the timing of funding approval. Collection is expected to occur in the spring of 2013 as soon as conditions allow, and will not be subject to any delays as project funding is in place.
· Rectification of the 1951 photos nears completion, and the unearthing of what is possibly the oldest set of air photos from circa 1928 promises ongoing opportunities for air photo acquisition.
· The MCLIO is planning an update to its Planimetric data, which was last done in 2005. Staff is soliciting additional questions from 3 of 4 vendors who responded to an RFP, and a decision is expected to be made in early 2013.
· Address and cadastral mapping updates, maintained by Milwaukee County and the City of Milwaukee, have been continuing. The Register of Deeds has noted an uptick in recorded documents, indicating an ongoing need for efficient processing of parcel and address changes.
· MCLIO is beginning the Business Needs Assessment program, which is intended to gauge the needs of MCAMLIS stakeholders and to formulate a work plan to provide services based on that input. On 12/4 the MCAMLIS Steering Committee approved a Business Needs Assessment Sub-Committee recommendation to have GEODECISIONS out of Madison be selected to do this work. 
· SEWRPC has recently released a study titled “Estimate of the Costs of Converting the Foundational Elements of the Land Information and Public Works Management Systems in Southeastern Wisconsin from Legacy to New Datums”. The study details the potential costs of resurveying and employing newer datums. It is available in its entirety here.
· The 90th meeting of the MCAMLIS Steering Committee took place on December 4th. The material related to the issues listed above (and others) are available here.

Milwaukee County Treasurer Land Records Web Portal is now fully intergrated with the MCLIO website. You can now access current and historical tax parcel reports for properties located outside the City of Milwaukee using the Interactive Mapping website. 2012 AERIAL PHOTOGRAPHY UPDATE DELAYED

The scheduled 2012 update of orthophotography and oblique imagery has been postponed due to the recent unseasonably warm weather in the Midwest and especially Southeastern Wisconsin. At this latitude, optimal conditions for the capture of aerial photography that is generally used in engineering applications occur between the last snow melt and early leaf-on conditions. For example in 2010 we flew on the Milwaukee Brewers Opening Day weekend which was on April 10th and 11th. This year brought a record early Spring with extremely warm weather such that leaf-on conditions started 2 to 3 weeks earlier. Cloud cover and equipment logistics in late March and early April closed off any opportunity there was to execute a flight such that it nolonger makes sense to update the photography at this time. We expect that the next opportunity may be in late Fall assuming conditions allow or we will try again in the Spring of 2013.

1951 AERIAL PHOTOGRAPHY

The Milwaukee County Land Information Office's 1951 aerial photography rectification project is underway. Currently, 205 of 509 tiles (40%) have been processed and have been made available for viewing via the Interactive Map Service. To view the new images, turn on the Aerial Image group layer, turn off the current image layer, expand the "More Imagery" group under the "Aerial Photos" group layer in the Interactive Mapping Service's Layer List, and turn on the "Aerial Photo 1951" layer. MCLIO REPORT ASSESSES PLANIMETRIC CHANGE

Milwaukee County maintains digital mapping of photo-observable ground (or “planimetric”) features including buildings, sidewalks, fences, utility equipment, and hydrologic feature locations. As part of this effort, the Milwaukee County Land Information Office has recently conducted a countywide evaluation of planimetric change for the purpose of targeting areas where updates to the existing topographic/planimetric mapping (based on 2004-2005 orthophotography) are necessary. NEW VERSION OF THE INTERACTIVE MAPPING SERVICE

The latest version of the Interactive Mapping Service was installed on 7/29/2011. Noteworthy changes to the site include the following:

  • Aerial photo and LiDAR layers are now grouped in a way that prevents all layers from being turned on at the same time. When the check box to the right of the Aerial Photos group layer is checked, only the layer at the top (currently the 2010 natural color orthoimagery) will be made visible in the map. To view Other aerial layers, expand the "more imagery" group and select the desired layer. The LiDAR layers behave in a manner similar to the Aerials although no layer will become visible unless a desired layer is selected.
  • The site is now part of Milwaukee County's private "Cloud," which, among other benefits, provides a platform for enabling convenient, on-demand access to a shared pool of configurable server resources.
  • In addition to the "Cloud," the site is now utilizing ArcGIS Server 10.x .

COMPARISON OF ALTERNATIVE 2010 ORTHOPHOTOGRAPHS FOR MILWAUKEE COUNTY TO NATIONAL MAP ACCURACY STANDARDS

A recent study conducted by SEWRPC has established that the conventional orthophotography product (produced by AeroMetric, Inc.) and the AccuPlus orthophotography product (produced by Pictometry International Corp.) obtained for Milwaukee County in 2010 concluded that both products meet National Map Accuracy Standards at a scale of 1 inch equals 100 feet. SPECTRAL QUALITY EVALUATION OF ALTERNATIVE 2010 ORTHOPHOTOGRAPHS FOR MILWAUKEE COUNTY

The SEWRPC 2010 Regional Orthophotography Program, in cooperation with the Milwaukee County Land Information Office, produced two complete sets of imagery covering Milwaukee County. The two sets were acquired for purposes of evaluating measurable accuracy and spectral (visual) qualities of two competing orthophotography products, one produced by Aero-Metric and the other by Pictometry International, marketed under the trade name AccuPlus. Interested individuals are welcome to view these two orthophotography products to conduct their own subjective, but nonetheless important, spectral quality evaluation of the imagery. NEW VERSION OF THE INTERACTIVE MAPPING SERVICE

The latest version of the Interactive Mapping Service was installed on 3/5/2011 and is up and running. New enhancements to the site include the following:

  • in addition to zooming to user-specified coordinates, the Zoom to Coordinates tool (Navigation Toolbar) now displays the coordinates of a map location, and converts State Plane coordinates to Degrees Minutes Seconds (DMS)
  • the map legend, now independent of the Layer List, displays in a separate panel ("Launch Legend Panel" button, Navigation Toolbar)
  • a standalone Layer Explorer, independent of the Layer List, allows users to turn map layers on and off ("Manage Layers" button under Layer List)
  • a Static Toolbar provides access to commonly-used basic navigation tools without having to switch to the Navigation Toolbar (upper left corner, Main Map Window)
  • markup text is now placed in a callout box with a leader line that begins at a user-specified map point (Text markup tool, Markup Toolbar)
  • map tips feature, which can be turned on or off using the "Toggle Map Tips" button (Navigation Toolbar), displays parcel address & owner name

PLAT OF SURVEY DOCUMENTS

Did you know that the Milwaukee County Land Information Office provides no-cost access to over 90,000 Plat of Survey documents describing properties within Milwaukee County? Surveyor-certified Plat of Survey documents forwarded to the Milwaukee County Surveyor's Office are published on the MCLIO website. Some of these documents date back to the late 1930's, but new surveys are made available on a regular basis. For more about plat of survey documents (what they are and how they are used), and to view instructions for accessing them, follow the "Plat of Survey" links under the "Land Records" tab at the top of the home page.

WORLD TOPOGRAPHIC MAP

Milwaukee County's contribution to the Esri's World Topographic Map is now available for viewing via ArcGIS Online by clicking here. This link will be permanently available from the "Land Records" button at the top of the home page. Esri's World Topographic Map is an online base map that allows visualization of MCAMLIS Project GIS data. Enter a Milwaukee County address or place in the search bar, or zoom in on a location in Milwaukee County. The World Topographic base map is also a consumable service that ArcGIS Desktop users can add to an .mxd as a layer file by clicking on "ArcGIS Desktop" under "Open this service in" on the left side of the page.

2010 AccuPlus natural color orthophotography is available and may be found in the "Aerial Photos" group layer in the layer list as the "2010(High Res) NAT CLR" layer.

 

LiDAR

Milwaukee County has recently acquired county-wide LiDAR data. LiDAR-derived datasets are available for viewing in the new "LiDAR" group layer in the Layer List. Metadata, along with LiDAR data collection and data derivatives specifications, may be accessed by following the "LiDAR" links under the "Land Records" tab at the top of the home page.

Orthophotography captured between March 30th and April 19th, 2010 has been added to the "Aerial Photos" group layer in the Interactive Mapping Service.The resolution of this imagery is 6" per pixel. 1) NEW VERSION OF THE INTERACTIVE MAPPING SERVICE

The latest version of the Interactive Mapping Service is up and running.   New enhancements to the site include the following changes in the Project and Markup Toolbars:

  • projects may now be overwritten, allowing users to save changes to existing projects using the project's current name
  • point coordinates stored in a .csv file may be uploaded and displayed in the map
  • users may now exports their markups as shapefiles
  • Links to condominium and subdivision documents have been added, allowing users to access these documents via the same methods used to view CSMs and plats of survey

FLOODING AND SEWER BACKUP MAPS

Following the heavy rainfalls the area received on July 22nd and 23nd 2010, the Milwaukee County Land Information Office has compiled flooding and sewer backup data obtained from various local sources.  Maps summarizing approximately 4500 reported flooding or sewer backup events may be accessed through the “Community Interest” section under the "Land Records" button.

NEW VERSION OF THE INTERACTIVE MAPPING SERVICE

The latest version of the Interactive Mapping Service is up and running.   New enhancements to the site include the following:
  • Feature label toggling
  • The ability to export georeferenced map images
  • Two new search tools for locating CSMs and parcels
  • An updated online help and tutorial that may be accessed by clicking on the help icon in the upper right corner of the Interactive Mapping viewer, or by following the "Interative Mapping Tutorial" link from the “Tutorials & FAQs” button.

1) CADASTRAL UPDATES

Cadastral data was last refreshed on February 8, 2010 and is current through the end of 2009. Our next update is scheduled for the first week of May, 2010.
 

2) UPCOMING EVENTS & OFFERINGS

  • MCLIO GIS Open House:   We are planning to follow-up the 2009 MCLIO Open House sometime this coming fall.   Look for announcements and details to come out in late summer.
  • 2010 Ortho, LiDAR, and Oblique Data/Imagery:  Flights are subject to weather conditions and tenatively scheduled for April, 2010.   The first products from these flights are expected to become available in late June, 2010.
 
3) NEW VERSION OF THE INTERACTIVE MAPPING SERVICE
The latest revision of the Interactive Mapping Service is scheduled for deployment on April 10, 2010.  Several enhancements will be included in the new release:
  • Online Help and Tutorial:  An upcoming revision of the Online Help and Tutorial will be accessible through the Interactive Mapping Service and by following the “Interactive Mapping Tutorial” link at the top of the home page.  These online help and tutorial pages will replace the PDF tutorial that was previously provided via this link.
  • Pictometry “Shift” Fix:  Previously, the Pictometry oblique viewer displayed a differential between a highlighted parcel and its expected position after the Identify tool was used to query a parcel.  Now that this glitch has been overcome with the new release, parcel outlines will align with ground features satisfactorily in the oblique viewer.
  • Label Toggling:  A new label toggling layer action will allow users to turn features labels (such as parcel house numbers) on and off in the map.  For more information about the “Hide Labels” layer action after it becomes available, follow the “Interactive Mapping Tutorial” link at the top of the home page and click on “Working with Layers.”
  • CSM Search:   A new CSM search tool has been added to the Search Toolbar to allow user to directly locate a Certified Survey Map (CSM) in the main map window.  Once a CSM is located, a PDF of the CSM document may be downloaded.  For more about the CSM tool after it becomes available, follow the “Interactive Mapping Tutorial” link at the top of the home page and click on “The Search Toolbar” and “The Selection Toolbar.”
 
4) FORECLOSURE DATA
Milwaukee County property foreclosure data has been updated to include information added since the previous update through 3/31/10.   Look for foreclosed parcels that are scheduled for future Sheriff’s sales to be included as a layer in the Interactive Mapping Service.

Updated floodplain delineations for Honey Creek are now available for viewing via the Interactive Mapping Service. This floodplain mapping update extends from the Menomonee River in Wauwatosa to I-94 in Milwaukee, and from W. Arthur Avenue in West Allis to W. Edgerton Avenue in Greenfield. PLATS OF SURVEY UPDATE
Plats of survey covering the project's remaining portion of Milwaukee County (Sections 4 through 34, T8R22) are now available online. This completes a significant portion of the Plat of Survey project that was begun in July 2009, including the scanning and indexing of nearly 80,000 documents. The remainder of the project will address miscellaneous plats of survey covering various areas of the county, including nearly 8,000 documents located in the Register of Deeds Office. Going forward, the bulk of these documents will be scanned and made available online through February, along with any new documents received.

FORECLOSURE INFORMATION NOW AVAIABLE 
The Milwaukee County Land Information Office will be making foreclosure information available online. This information is derived from Sheriff's sales data provided by the Milwaukee Co. Sheriff's Office.  Currently, a map that compares assessed values with Sheriff's sales prices for recently foreclosed properties may be viewed by following the "Land Records" link at the top of the home page. In the near future, properties scheduled for Sheriff's sale will be added to the Interactive Mapping Service.  This, and other additions, will be announced here as they become available.

2009 FOX POINT IMAGERY ADDED

High-resolution orthophotography of the Village of Fox Point, captured in April 2009, has been added to site. Users may view this imagery, along with 2009 imagery covering Glendale, by selecting the "2009 (High Res) GLNDL FXPNT" layer in the "AERIAL PHOTOS" group.

 

AERIAL PHOTO GROUP LAYER IS NO LONGER ON BY DEFAULT

Users may notice that a background aerial photo no longer appears in the main map window.  Previously, the 2007 imagery was displayed by default; now, the "AERIAL PHOTOS" group in the Layer List is turned off by default.  To display an aerial photo in your map, open the "AERIAL PHOTOS" group by clicking on the group name, then click on the check box located to the right of the layer you wish to display.

Release Highlights: Pictometry Image Navigator (PIN) Upgrade

Enhancements to the Pictometry Image Navigator (PIN) now allow both Secure and Public viewer users to access oblique imagery, functionality that was previously exclusive to Secure viewer users.  In addition to enhanced synchronization between the PIN viewer and the main map window, users may now expand the PIN viewer to fill their entire main window.  Also, users may export a selected portion of the oblique image to .png, .jpg, or .gif image formats.  Details about these and other enhancements will be covered in the next version of the Interactive Mapping Tutorial.

1) The Milwaukee Co. Land Information Office announces the addition of the following enhancements to the current version of the Interactive Mapping Service:

  • Online Access to Plats of Survey: Users of both the Public and Secure Viewers may now access survey plat documents online. Areas are being added as we work from south to north; all existing plat documents will be available online by the end of the year. To view a map showing project status and to read instructions for accessing a plat of survey, follow the "Land Records" link at the top of the home page.
  • Utilities Layers (Secure Viewer Only): A Utilities group has been added to the Secure Viewer’s Layer List, allowing users to add features from electric, gas, sewer, and communications layers to their maps.

2) The next release of the Interactive Mapping Service is expected soon.  The availability of the new release, as well as that of an updated tutorial, will be announced here. As was the case with the previous update, most of the site’s appearance and tools will be similiar but will include some new enhancements, including the following changes to the Pictometry Image Navigator:

  • Users of the Public Viewer will soon be able to view and work with oblique imagery using the functionality that is currently available only to Secure Viewer users, with the exception of the measurement tools. For more information about viewing oblique imagery, consult the tutorial by following the link under the "Tutorials & FAQs" button found at the top of the Interactive Mapping Service home page.
  • Upcoming enhancements will allow both Secure and Public Viewer users to expand the oblique image viewer to fill the entire map window and to export a portion of an oblique image. Details about these and other enhancements will be covered in detail in the upcoming revision of the Interactive Mapping Tutorial.

We are preparing to roll out the latest version of the Interactive Mapping Service by the end of July. As was the case with the previous update, the site’s appearance and tools will remain familiar, but will include these enhancements: 

  • Swipe Layer:  This new feature, a “layer action” that is accessible by left-clicking on an underlined layer’s name in the layer list, allows users to swipe (or roll out of view) a layer to reveal the layer that lies underneath.
  • Find Tool:  One of two new tools in the new version’s Search toolbar, the Find Tool allows users to quickly locate, select, and zoom to features by searching for a value in one of the layer’s attribute fields. Initially, users will be able to find features within the Parks, CSM and Subdivision layers based on a Name attribute, with more layers to be added as time progresses.
  • Query Tool:  The new Query Tool, which will be located in the new version’s Search Toolbar, allows users to locate, select, and zoom to features based on values found in a layer’s attribute table, much like the new Find Tool. However, the Query Tool offers a more sophisticated approach to searching for features based on attributes; users can refine their searches through complex query statements constructed using a range of available search operators. Initially, the Parks, CSM and Subdivision layers will be searchable using the Query Tool, with more layers to be added as time progresses.
  • Bug Fixes:  1) Pictometry Shift (Secure Viewer users only) - A glitch that caused a sizeable offset between the location of a parcel identified in the main map window and its location in the Pictometry window has been overcome in the upcoming version of the Interactive Mapping Service.  2)Data Extract Capability (Secure Viewer users only) - Previous versions of the Interactive Mapping Service contained an error that prevented the extraction of GIS data; this issue has been overcome in the upcoming version. Features added to a selection set using the selection, search, find, query, or identify tools may now be exported into geodatabase or shapefile data formats using the “Extract Data” function in the Selection Result panel.
  • Cadastral Data Update:  Updated countywide cadastral data is now available in the current version of the site. This data includes the latest Suburban and City of Milwaukee data, which is up-to-date as of the end of May, 2009.

The latest version of the Interactive Mapping Service has been released.   The biggest change is the integration of oblique imagery in the Secure website; users may now view and work with oblique imagery via the new Pictometry toolbar.  Layers are now grouped in folders, allowing layers to be turned on and off as groups.  Also, additional functionality & enhanced reporting related to parcel selection have been added.   These enhancements include downloadable mailing labels, Parcel Report, and a link to a selected parcel's location in Google Maps that is launched from the detailed selection report.  To learn more about  these and other capabilities, consult the Interactive Mapping Service

Milwaukee County's Interactive Mapping Service has been available for just over two months, and much progress has been made during that short time. So far, the site has been well received. Although there have been a few glitches (especially earlier in its development),the service has remained continuously available and remarkably stable. We’ve added a few new features such as Historical Aerial imagery layers, along with updates and improvements related to property data display and content.

 

What’s in store: we are preparing for a major software upgrade which will enhance a few existing features, as well as add several new capabilities. The functionality changes will be subtle for the most part, and since most users have barely scratched the surface of what the current application offers, it’s unlikely that there will be a noticeable difference. What will be noticeable, though, is the integration of oblique imagery in both the Public and Secure websites. This will allow users to view and work with oblique imagery using Pictometry Image Navigation. Look for this to be available near the end of June, 2009.
