SUBJECT:   2008 Spring/Summer Permit League Program

 

PLEASE READ CAREFULLY.  PROCEDURES/POLICIES WILL BE STRICTLY ENFORCED

Enclosed you will find an application for athletic field rental for the 2008 season.  All groups who used athletic fields in 2007 will have the first priority to reserve fields for 2008.  If you are a returning group, please complete the application and return it with full payment by FEBRUARY 07, 2008.  Groups who fail to return their application by this date forfeit their field use renewal rights.  Any applications received after this date will be processed on a first-come, first-served basis.  If you are unable to forward the full amount due when submitting the application, you may send a minimum deposit of four (4) team or four (4) game fees.  The balance MUST be paid by March 13, 2008.  Fields will not be prepared for game conditions until this balance is paid.

 

Beginning February 14, 2008, field rental requests from new groups will be accepted.

 

The following procedures will be in effect during the 2008 season.  Please review this information and become familiar with these procedures.

 

A.  SCHEDULING:  NO games will be scheduled by this office prior to March 31, 2008.  Practice sessions may be arranged with the individual parks -- depending on weather and field conditions -- before this date.

    

     No games will be scheduled with less than ONE (1) week notice! Telephone reservations for athletic fields are accepted.  It is the responsibility of the applicant to forward the necessary paperwork along with the required fee prior to the date of the scheduled game.  Failure to submit the application and payment will result in a cancellation of the reservation.

 

     Baseball fields for teams that play a summer schedule (May or June through July or August) will not be released until April 10, 2008 or when fields are playable.

 

     DO NOT include preseason practice dates with your schedule of games.  Practice permits should be obtained from the individual parks for all practice sessions.  One copy of your schedule of games is due in the Organized Sports Office two weeks prior to the first scheduled game.  Fields will not be prepared without this schedule.  NO EXCEPTIONS.

 

LEAGUE PLAY IS LIMITED TO NUMBER OF ALLOTTED GAMES. PLEASE SEE ATTACHED SHEET WITH GAME ALLOTTMENTS.  League play is for organizations looking to coordinate a league utilizing county fields and fees are based on total amount of teams playing on county fields not home teams/games.

 

                                ALL SPRING/SUMMER LEAGUES MUST BE COMPLETED BY AUGUST 31, 2008.

THIS MUST INCLUDE MAKE-UP AND PLAYOFF GAMES.

 

B.  RESCHEDULING GAMES: Games postponed due to weather conditions MUST be rescheduled through this office.  DO NOT CALL INDIVIDUAL PARKS TO RESCHEDULE GAMES.  In order for games to be rescheduled, the reservation must be made by phone or in writing at least seven (7) days in advance of the requested date.  Dates listed on a formal schedule as “Raindate” will not be acknowledged until an actual request -- in accordance with the policy listed above -- is made to this office.

 

C.  SCHEDULING OF FACILITIES: Once this department has received league schedules, a $5.00 schedule change fee will be charged to the sponsoring organization/individual for every game or contest that is rescheduled for a non-weather related reason.

 

D.  PRACTICE PERMITS:  Practice permits are issued on a weekly basis by the individual park(s) at which you wish to practice. Call or stop at the park to obtain a permit.   No seasonal practice permits are issued.      DO NOT CALL THE ORGANIZED SPORTS OFFICE TO OBTAIN A PRACTICE PERMIT.  It is strongly recommended that practice permits be obtained to insure “availability of” and “access to” fields.  Fields are available on a first-come,

     first-served basis unless a practice permit is secured.

                                                                                                                                                                                                      

E.  FIELD CONDITIONS: If condition of field is questionable, please check out Field Conditions on our website at countyparks.com and instruct your MANAGERS ONLY to call the Organized Sports Office (257-8030) after 4:00 p.m. on Monday through Friday.  This office will endeavor to have all necessary information with regard to field conditions.

                                                                                                                       

 F. INDEMNITY:  “Renter(s) agrees to indemnify, defend, and hold harmless, the County, its officers and employees from and against all loss or expense including costs and reasonable attorney’s fees and/or liability for damages for personal injury and property damage to the extent caused by any negligent or willful act or omission of Renter(s).”                                                  

Participation in recreational activities regulated or scheduled on Milwaukee County Parks facilities is a privilege which should not be denied nor suspended without just cause, but which likewise imposes a duty upon players to adhere to rules for orderly participation in such activities.  Player means any participant in any recreational activity on County Park facilities, and includes player, manager, sponsor, coach, league director or tournament director.

 

PARK RULES AND POLICIES

ALCOHOLIC BEVERAGES:  No person shall bring into or drink any spirituous, vinous, malt or mixed liquor in any park or parkway except in such areas as designated by the Department of Parks (picnic areas with a picnic permit), or such places where beverages are sold by license of the Department of Parks.

 

CONDUCT AND ACTIONS:  All participants are responsible for their actions from the time they reach the park until such time as they leave the park.

 

UNSPORTSMANLIKE  CONDUCT  OF  ANY  TYPE  OR  INFRACTIONS  OF  THE  FOLLOWING  COULD  MEAN  IMMEDIATE CANCELLATION  OF  PERMIT  FOR  USAGE  OF  COUNTY  FACILITY WITH NO REFUNDS.

 

A.  Derogatory remarks, profanity, physical force or threats toward any game official, department official, park employee, another player or spectator will not be tolerated.

B.  Smoking on the field of play, which includes team bench, is prohibited.

C.  Drinking of intoxicating beverages by any team member on or near field of play is prohibited.

 

CLEAN-UP:  All groups using Milwaukee County Park facilities are expected to leave the area(s) in the same condition in which it (they) was (were) found.  Groups who fail to clean area(s) will be charged for excessive clean up.

 

FIELD CONDITIONS:  If park personnel deem a field unplayable, users are expected to abide by this decision in an effort to minimize field damage.  Groups who fail to follow field condition decisions will be billed for turf damage.

 

PARKING:  Park patrons must use parking lots or street/park drive parking.  There is no parking allowed at field sites or designated “No Parking” areas.

 

RESTROOM FACILITIES: Restroom facilities and parking lots are available for use by ALL park patrons.  Restrooms and drinking fountains will be in operation as soon as weather permits and park personnel are available to turn these facilities on (usually late April).

 

ADMISSION - SALES - CONCESSIONS IN THE PARKS: Sales of any type or the exchange of money on park property requires an advance-signed contract.  An additional fee is required.   Call 257-4503 for more information.
