The Division of Fiscal Affairs consists of the budgeting, accounting, accounts payable, risk management and payroll sections. The Division is responsible for managing and overseeing all County-wide budgeting, capital planning and accounting activities and oversees the preparation of the County Executive's Annual Budget. The Division provides staff resources to the County Executive and the County Board on budget, fiscal and management matters as well as assisting and overseeing departments, boards and commissions in managing and controlling budget and fiscal plans.

CAPITAL FINANCE SECTION
The Capital Finance Section of Fiscal Affairs is responsible for preparing and publishing the Capital Improvements Budget. The County's Official Statements relating to debt issuance are issued by this section.

CONTROLLER'S OFFICE
The Controller is responsible for the overall management and coordination of Central Accounting, Accounts Payable and Payroll sections in the Fiscal Affairs Division. Development of special studies and reports, technical assistance and the development and publishing of the Comprehensive Annual Financial Report and the Single Audit Report for Milwaukee County fall under the Controller.

Accounting Section
The Accounting section performs the County's central accounting function which includes accounting for fixed assets, debt and various other accounts, preparation of the Comprehensive Annual Financial Report (CAFR) and Single Audit Report and determination of financial and cost accounting policies.

Accounts Payable Section
The Accounts Payable section is responsible for establishment of County-wide payment procedures, coordination with the Procurement Division, encumbrance of purchases, payment of vendor invoices, development and maintenance of the accounts payable systems and provision of technical assistance to departments.

Payroll Section
The Payroll section is responsible for establishment of County-wide payroll procedures, coordination with the Department of Human Resources, preparation of payroll checks, maintenance of all earnings and deductions records, ensuring that County payroll practices meet Federal, State and contractual requirements, filing of all required Federal and State reports on a timely basis, and the development and maintenance of the payroll system.
County employees should refer all payroll/timekeeping questions to their own departmental payroll or Human Resources personnel.
RISK MANAGEMENT
Risk Management administers the County insurance, loss prevention, Safety, and Claims Management (Worker's Compensation) programs.
