Key Benefits

The Office directs human resource programs; assigns projects and coordinates the work of the other bureaus in DHR;  presents departmental recommendations to the Civil Service Commission and the County Board's Personnel Committee; analyzes and reports on legislation affecting human resources; and analyzes, develops and implements new approaches to human resources administration.

In addition, it maintains position control and payroll records; maintains employee personnel records, and unemployment compensation files; processes filling of vacant positions; maintains salary provisions; prepares changes to County ordinances reflecting various personnel actions; investigates requests for pay increases, reallocations, changes in compensation policies and practices.

Finally, this bureau forecasts and identifies the County's human resources requirements, and develops the recruitment and training strategies necessary to meet them.  Responsibilities include assessment of Countywide recruitment and training needs and priorities, administration and implementation of the County's Affirmative Action and Equal Employment Opportunity programs to maintain a diverse workforce;and the development of reports necessary to comply with State and Federal law, County Ordinances and the Federal Court Orders. The responsibilities with respect to Affirmative Action and Equal Employment Opportunity (AA/EEO) also include providing workforce statistics and reports to the County Board, State & Federal Government andresponding to and investigating complaints of discrimination from County employees.
