Who is on the DRC Oversight Committee?
The DRC Oversight Committee will have ten (10) members selected by the Disabilities Services Division Administrator. Each of the members will be a stakeholder in the services of the DRC. This includes individuals with developmental or physical disabilities age 18 through 59 or their family members, guardians or other advocates. Members will serve on a voluntary basis, contributing their time and expertise to help enhance the Disability Resource Center.
Four of the members of the DRC Oversight Committee would also serve on the Aging and Disabilities Resource Center (ADRC) Governing Board.
Meetings will be open to anyone who wishes to attend. Discussion will be limited to Committee members but there will be an opportunity at the end of each meeting, or as called for by the Chairperson, for others to speak briefly.
What is my role as a Member of the DRC Oversight Committee?
The DRC Oversight Committee will play an important advisory role to the Disabilities Services Division’s Disability Resource Center. The Committee will provide feedback on specific issues or topics brought to them by the Disability Resource Center. This might include having the Committee provide input regarding the DRC’s:
- Policies such as those related to immediate enrollees, disenrollments, and emergencies
- Disability Benefit Program referrals,
- Financial eligibility coordination,
- Quality assurance plan,
- Marketing and outreach ideas,
- Website development,
- Resources database,
- Prevention and early intervention services plan, and
- Other issues related to day-to-day operations.
The Committee would also provide input to the ADRC Governing Board.
What role does the DRC Oversight Committee play in the overall governance of the Disability Resource Center?
A seventeen (17) member ADRC Governing Board will serve as the lead entity responsible for specific duties related to oversight of the Aging Resource Center and the Disability Resource Center. The ADRC Governing Board will comply with statutory requirements and administrative rules regarding membership requirements, conflict of interest, operational duties and oversight duties. The ADRC Governing Board will advise the County Board of Supervisors, County Executive and the Wisconsin Department of Health Services on the resource center issues. The ADRC Governing Board will have members representing the client populations of both resource centers.
The Disability Resource Center is operated by the Milwaukee County Department of Health and Human Services Disabilities Services Division (DSD). The Aging Resource Center is operated by the Milwaukee County Department on Aging. Each resource center will each have its own Oversight Committee. The Aging Resource Center Oversight Committee and the DRC Oversight Committee will each provide input to the ADRC Governing Board. The Oversight Committees will provide input and advice to their appropriate department or division on the day-to-day operational issues of their resource center and will focus on their specific population served.
How often will the DRC Oversight Committee meet and where?
The DRC Oversight Committee would meet as needed but no less than quarterly. The meetings will be held at the Marcia P. Coggs Human Services Center, 1220 W. Vliet St. in Room 104. The Center is accessible. Parking is available, including handicapped spaces.
The Disabilities Services Division will send an agenda and materials, including minutes from the last meeting, one (1) week prior to any DRC Oversight Committee meeting.

How long will I serve on the DRC Oversight Committee?
Members will serve for two years terms. Since the DRC Oversight Committee will play an important advisory
role to the Disabilities Services Division’s Disability Resource Center, members are encouraged to attend all the meetings of the Committee. If a member is unable to participate for a prolonged period of time, then Marietta Luster should be informed so DSD could appoint another member to serve.
