The first step toward creating a culture of employee engagement is to listen to employees through an employee survey. County management wanted to hear what employees honestly had to say via this confidential and anonymous survey.
Milwaukee County hired an outside company, Modern Survey/Aon Hewitt, to set up, administer and report results of the employee engagement survey. Our consultants at Modern Survey/Aon are experts in engagement surveys. The survey measures employee engagement using Modern Survey/Aon’s engagement model with questions pertaining to engagement, drivers of engagement, capabilities, resources and direction. It is a tool that will provide metrics from which the County can develop action plans to improve employee engagement. It will also serve as a launching pad for a meaningful dialogue between employees and managers.
The first County-wide survey (administered July-August, 2016) will serve as the base-line for overall Milwaukee County employee engagement. Management expects to conduct a County-wide survey every two years in order to gauge change and track improvement over time.
Although there were some minor glitches and some things we would do differently, County employees raised their voices. Of the County’s regular, full-time employees, 69% took the survey. This is a very strong participation for the County’s first employee engagement survey and we beat our stretch goal of 65% participation!
