Mental Health Board - Lutzow
Tom Lutzow is the President/CEO of Independent Care Health Plan (iCare). iCare began operations as a research and demonstration program for SSI-Medicaid managed care in 1992, funded by HCFA (now CMS). iCare is a joint venture between Humana and a local Milwaukee rehabilitation agency – the Milwaukee Center for Independence -- and is a 2014 Top Workplace 100 award recipient. Tom was an original architect of the iCare initiative, has served on iCare’s Board of Directors since its inception, assuming the position of President/CEO in 2008.
Independent Care serves individuals who tend to have a disability, are impoverished, have substantial co-morbid medical conditions, and have mental health or behavioral challenges. Ninety-five percent (95%) of iCare members are eligible for SSI benefits and 75% of these members are below age 65. Fifty-five percent of iCare members have behavioral or mental health co-morbidities. iCare operates a dually eligible Special Needs Plan with more than 5,000 members. iCare is an integral part of the Wisconsin long term care Family Care Program and is a subject program in NCQA’s recent research study of best practices for person-centered care management. Dr. Lutzow is a voting member on the National Quality Forum’s quality measure design taskforce that proposes performance measures to the Centers for Medicare and Medicaid Services for the general assessment of healthcare quality.
Tom has an MBA awarded by Keller Graduate School of Management and received his PhD from Marquette University. He is an advocate for improved integration of Medicare and Medicaid services, for better interconnectivity between medical and social services, for the further development of community supports, and is a frequent presenter at national and state conferences and forums.
